This extremely important proposal paper, the first paper of its kind in the Malay language was presented by the late Professor Dr. Ungku Omar who was then the chairman of the governing board of the Muslim College (Selected Works of Ungku Omar, 1980).
Many Muslim NGO's supported the proposal and championed its cause right up to 1970 towards the establishment of Faculty of Islamic Studies, National University of Malaysia (UKM), which represented the upgraded status of the Muslim College.
