In February 1982, Prof. Mohd Kamal Hassan drafted a concept paper that served as the foundation for a project proposal document. This document outlines the concept, scope, philosophy, academic structure, organization, faculties, student and staff projections, and financial structure of the University. Prof. Kamal considered the Prime Minister's vision of a comprehensive university that harmoniously combined Islamic values with worldly education, aiming to nurture the Islamic identity of students. Additionally, the university was envisioned to play a crucial role in supporting the development of other Muslim nations in a world largely influenced by Western economic and technological dominance.
On 12 February 1982, the paper was submitted to and agreed upon by Tun Dr. Mahathir. A committee was then formed consisting of all Vice-Chancellors of local universities, senior officials of the Ministry of Education, and representatives from the Prime Minister’s Department, to review the paper, which was later submitted to and subsequently approved by the Cabinet.
Recorded the birth of an International Islamic university which breaks the conventional dichotomy of knowledge and the isolation of religious values and norms.
